NEPRA Electricity Tariff Slabs Explained
Why does your electricity bill sometimes jump dramatically from one month to the next - even with similar usage? The answer is Pakistan's slab tariff system. Here's how it works.
What is NEPRA?
NEPRA - the National Electric Power Regulatory Authority - is Pakistan's federal regulator for the electricity sector. It sets the base tariff that DISCOs (distribution companies like LESCO, KESC, FESCO, PESCO, and others) charge consumers. These rates are periodically revised and notified in the official gazette.
What are electricity slabs?
Pakistan uses a progressive slab tariff, similar in concept to income tax brackets. The more electricity you use, the higher your rate per unit (1 unit = 1 kWh). There are currently several slabs based on monthly consumption:

Rates shown are approximate and subject to change. Check your DISCO's current tariff notification for exact figures. Fuel Cost Adjustments (FCA) and other surcharges are added on top of the base tariff.
The most common misconception
Reality: When you cross a slab threshold, all your units for that month are billed at the new higher rate - not just the ones above the threshold.
This is why crossing from 200 to 201 units can add hundreds of rupees to your bill, not just a few. Pakistan's slab system is a stepped tariff, not a marginal one. Every unit you consumed that month gets re-priced at the new slab rate.
How to read your actual electricity bill
Your DISCO bill will show:
- Units consumed - the difference between this month's and last month's meter reading.
- Tariff slab - which slab your total consumption falls in.
- Energy charges - units × slab rate.
- Fuel Cost Adjustment (FCA) - a monthly variable surcharge added or subtracted based on the fuel mix used in generation that month.
- Fixed charges / meter rent - a small monthly fee regardless of consumption.
- Taxes - GST (18%) and other levies applied to the subtotal.

Tips to stay in a lower slab
- Know your current month-to-date usage and keep it under the next threshold.
- Run high-consumption appliances (ACs, washing machines) at night when load is lower in summer months.
- Switch to inverter ACs and LED lighting - they have the biggest impact on monthly units.
- Consider solar net metering if your monthly bill regularly exceeds Rs. 8,000–10,000.
